Nordic Energy Research is inviting applications to tender for a study of cost/benefits and possible solutions for procurement of DSO flexibility in the Nordics.

The study will provide a general overview of flexibility needs for the DSOs within the Nordic countries, and give insight on:

  • the amount of flexibility available to electricity markets in the Nordics
  • the DSO need for flexibility in their system both short- and long-term
  • the market design options for procurement of flexibility for DSO needs

The project is based on the EU Electricity Market Directive (2019/944) and must provide an overview of the requirements to incentivise flexibility and the DSO requirements to use flexibility to system operation needs.

The EU directive stipulates that DSOs shall procure flexibility services in accordance with transparent, non-discriminatory and market-based procedures and coordinate the need with TSOs.

In the current regulations, there are no requirements to procure flexibility on a large scale. This poses the challenge in all the Nordic countries of how to effectively incentivise DSO procurement of flexibility. This study aims to uncover solutions to that challenge.
